Attestation of documents

As a part of simplification of procedures, the Central Government had issued advisories to all States / UTs to do away with the requirement of taking affidavits for executive level jobs and for allowing self certification of certificates in a phased manner. Action in this regard is to be taken by States / UTs. Further, as per the Central Secretariat Manual of Office Procedure (CSMOP), notification is mostly used for notifying the promulgation of statutory rules.

This was stated by the Minister of State for Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister’s Office Dr. Jitendra Singh in written reply to a question by Shri Pinaki Misra in the Lok Sabha today.

Features of Rural ICT Handheld Device Supplied to Branch Post Offices



As a pilot phase Department of Post has started using solar powered, biometric hand-held devices in rural post office with connectivity along with the application software in selected circles viz. Bihar, UP and Rajasthan.  This move was the outcome of Rural ICT project declared by the Government of India.


Following are the important features or benefits of Hand-held device supplied to Branch Post Offices.

1.  Electronic transactions- Booking and delivery of Speed Post, registered mail, money orders, sale of stamps and postal stationery will be done through these devices and paper receipt shall be generated

2.  Instantaneously thereby eliminating chances of overcharging and other problems associated with manual transactions. Savings Bank deposits & withdrawals, PLI/RPLI premium deposits and loan/claim payments will also be done electronically on these devices.

3.  Immediate uploading of transaction data and financial reconciliation- Using mobile connectivity, data pertaining to all transactions done on the hand-held devices shall be uploaded onto the central server. E-Money order will reach the destination post office instantaneously unlike present day where the money order is digitized at the nearest computerized Post Office and leads to delay in delivery. All financial transactions shall also be reconciled immediately without any manual intervention and Cash on Delivery amount collected in the village shall be immediately credited to the account of e-Commerce Company. Similarly the artisans would be able to fulfill e-commerce orders and receive immediate payment for their sold products online. This will have a positive impact on the overall economy of the villages.

4. Automatic track and trace- Speed Post and Registered letters/parcels and money remittances will be trackable at the Branch Post Office level and booking/delivery information will also be uploaded to central server immediately.

5. Fraud and leakage elimination- As Savings Bank and Postal Life Insurance transactions will be done on a real-time basis and through immediate generation of receipt and voice message, chances of fraud would be eliminated. Biometric authentication of MNREGS and social security beneficiaries at the time of pay-out would also reduce leakage in the schemes


6. Post Offices as Common Service Centres- Branch Post Offices shall be able to work as Common Service Centres and offer services such as Railway Reservation, online bill payment for electricity and water utilities, mobile and DTH recharge, insurance policy premium payments & transactions for partner banks/insurance companies/mutual funds etc

Good news! Now non-entitled employees can claim LTC on air travel


New Delhi: All non-entitled central government employees have been allowed to travel by air while availing Leave Travel Concession (LTC) with a condition that reimbursement in such cases shall be restricted to the fare of their entitled class of train or actual expense. 

The Ministry of Personnel had recently eased norms for processing claims of LTC -- which allows grant of leave and ticket reimbursement to eligible central government employees to travel to their home towns and other places.

"Government employees not entitled to travel by air may travel by any airline. However, reimbursement in such cases shall be restricted to the fare of their entitled class of train, transport or actual expense, whichever is less," an order issued by the Ministry said.

The move comes after the government received a number of queries in this regard. In many cases, employees did not have railway station or good road network to their home towns and they had requested for permission to travel by air to save time, which was being denied, officials said.

Now, they will be allowed to travel by air and by any airline, they said. At present, those entitled to travel by air have to mandatorily travel by Air India.

A government servant may also apply for advance for himself or his family members 65 days before the proposed date of the outward journey and he or she would be required to produce the tickets within ten days of the withdrawal of advance, irrespective of the date of commencement of the journey, as per the new norms.

There are about 50 lakh central government employees.

All central government employees have been asked to share photos and interesting details of their holidays.

The DoPT has decided to put a limit of one month for verification of LTC claim after the LTC bill is submitted by government employee for settlement and final payment.

"Efforts should be made to reduce the duration of processing of LTC applications or claims at the earliest. The maximum time limit should be strictly adhered to and non- compliance of time limit should be adequately explained," its directive said.

* No change in personal Income Tax slabs

* 4-month Compliance Window for domestic black money holders; tax, interest on them at 45%

* Relief for tax payers who earn below Rs 5 lakh; ceiling of rebate u/s 87A raised to Rs 5,000 from Rs 2,000

* House rent deduction raised from Rs 20,000 to Rs 60,000

* One-time dispute resolution scheme for retro taxcases, penalty, interest waived

* High level committee headed by Revenue Secretary to oversee creation of fresh liability using retro tax law

* Corporate Tax for new manufacturing units fixed at 25%

* Clean energy cess increased from Rs 200/ton to 400/ton on coal, lignite and peat

Bi-Monthly / Four Monthly Meetings with Regional / Circle administration.

It has been brought to the notice of GS by few members over phone that, many Circle Secretaries are not requesting their Regional / Circle administration for holding of bi-monthly / four monthly meetings regularly with Regional PMsG and Chief PMG which results non settlement of local issues / problems. The following Regional / Circle Level issues are said to unresolved for months/years together in many circle. 

1.  Issue of circle seniority list (gradation list) / up-dation as on 1/7/2015
2.  To conduct training on Finacle / McCamish software to IP/ASP
3.  Non-payment of PLI/RPLI incentive bills of IP/ASPs
4.  Consideration of Inter-circle Rule 38 transfer cases
5.  Consideration of requests of IP/ASPs for transfer at their choice station etc.  
6.  Filling up of vacant post of IPs (direct recruit quota)
7.  Filling up of vacant post of ASPs 
8.  Supply of good quality of furniture to headquarter of sub divisional heads
9.  Replacement of batteries of laptops provided to IP/ASPs
10. Non-payment of TA / Medical bills etc.
11. Issue of adhoc promotion orders from ASP to PS Gr. B against vacant post 
12. Filling up of vacant posts of Mail Overseers
13. Non-payment of IO/PO honorarium bills of IP/ASPs
14. Grant of amount to purchase briefcase / purse for office use
15. Non reimbursement of newspapers bill to ASPs
16. Non implementation of orders issued by CO i/c/w promotion from IP to ASP and ASP to PS Gr. B cadre.

CHQ has already directed to all Circle Secretaries through this blog on 12/2/2015 and 21/5/2015 to take up these pending issues with the concerned authorities through bi-monthly / four monthly meetings, but till date most of the Circle Secretaries did not turned up with the agenda on the pending issues to their regional / circle administration. It is also noticed by CHQ that many circles are not updating their existing circle blog regularly. 

It is therefore directed to all Circle Secretaries, CHQ office bearers and members to submit the agenda for bi-monthly and four monthly meetings without loss of time with a request to hold the meeting/s at the earliest. The issues taken up with administration and minutes of the meetings may be published on circle blog for the information to members. 

Government to digitise 1.3 lakh rural post offices by March 2017

The government plans to digitise nearly 1.3 lakh rural post offices by March 2017, IT and telecom minister Ravi Shankar Prasad told Parliament on Friday.

The government has approved Rs 4,909 crore for modernisation of 1.55 lakh post offices including 1.29 lakh post offices in rural areas, called Gramin Dak Sewak post offices. The modernisation process will include setting up centralised data centres and disaster recovery centres, networking of all post offices. 

The budget also includes training postmen who will be given solar powered hand held devices, connected to data centers via SIMs, which will give rural consumers access to financial remittances and saving accounts through biometric scanning apart from other identification tools. 

Telecommunication Consultant India Limited ( TCIL) will provide the handheld devices alongside RICOH India Limited, and also ensure connectivity, while Infosys will be the Rural System Integrator, the minister said in Parliament.

The devices will also offer core banking solution through a mobile app, which ties into the Postal Department's future plan of introducing payment bank services. Core banking solution has been rolled out in 18,231 Post Offices, which is now the largest, surpassing State Bank of India. 

About 23.81 crores postal saving bank accounts have been digitised, including 80,000 in rural areas. All the 25,297 departmental post offices in the country have been computerized while data centre was started in Navi Mumbai in April 2013, and disaster recovery centre has been functioning in Mysuru since May last year.

Officer can’t withdraw resignation once it is accepted, says tribunal

A revenue service officer who wanted her job back nearly three years after she resigned has been told she cannot withdraw her resignation as it had already been accepted by the government and surpassed the 90 days’ relaxation period.

The Central Administrative Tribunal (CAT) dismissed the plea of an Indian Revenue Service Officer of the 2002 batch seeking to withdraw her resignation from service in 2008 as she is now in a pathetic condition.

This is not the first instance of government officers putting in their papers and later struggling to get back the job.

In 1969, IAS officer Raj Kumar faced a similar fate when his appeal to the Supreme Court to withdraw his resignation after its acceptance by the government was dismissed by the top court. His contention — that the acceptance of the resignation was not communicated to him — was also dismissed by the apex court that said the resignation becomes effective once accepted. The case has now become a reference point for government counsel defending similar cases.

However, in an uncommon case, an IAS officer was able to get back the job even after over six years of resignation as it was later discovered that the resignation could not have been accepted due to a technicality issue. Later, the officer was in the running for the post of cabinet secretary.

In the current case, the lady officer, while working in Shimla, had resigned from service citing “sheer despair and depression” due to her continuous ill health and estranged relationship with her husband.

While the resignation was accepted on January 16, 2008, after a gap of three years, she sought to get her job back on “humanitarian grounds”. She contended that after her resignation, she is now unable to meet the expenses for her treatment and could not look after her little child as she had parted with her husband.

“Hence, in the interest of justice and on humanitarian grounds, her application for withdrawing her resignation is required to be accepted,” the plea said. The principal bench of CAT in Delhi, however, relied on the department of personnel and training’s office memorandum, which provides for relaxation of the time limit of 90 days between the date on which the resignation became effective and the date on which the person is allowed to resume duty.

“Since the applicant, admittedly, applied for withdrawal of her resignation beyond the said permissible period, she cannot seek any relaxation of rules,” the tribunal held.

It also noted the government’s argument that once her resignation was accepted and published in the official gazette — a public document — non service of the same on her does not take away its effect.


On issuing the same, the relationship of an employer and an employee came to an end.

I am enclosing herewith a copy of representation dated 26-2-2016 received from H. Revani Naik, SPM, Shiralkoppa SO (Karnataka) regarding filling up vacant SC post in LDCE held for promotion to the cadre of Inspector Posts held in the year 2012.

The above named official appeared for Inspector Posts Examination-2012 held on 13th and 14th October 2012 under Roll No. 1211250052 (OMR 504381) from Karnataka Circle. Directorate vide memo No. A.34013/07/2012-DE dated 8/1/2013 declared result and further revised result was also declared on 25/11/2013. In the said result, 2 SC candidates passed successfully against declared vacancies. Out of these 2 SC candidates, one selected candidate Shri S. G. Puttaswamy (Sl.No.12 Roll No. 1211250126) has secured 768 marks in revised result and then declined the promotion before undergoing induction training.  Last selected candidate in SC category was Shri K. M.  Narendra Naik (Sl. No. 13 Roll No. 1211250063) has secured 714 marks. The applicant has secured 648 marks and stood next meritorious candidate in the SC category.

I would like to further bring to your kind notice that in the year 2011, Directorate has issued revised result of Inspector Posts Examination vide memo No. A.34013/02/2012-DE dated 8/1/2013. In this revised recast result, Shri A. V. Krishnadas in OC category and Shri G. Basawaraj in ST category declared successfully against the declined candidatures of Shri K. V. Raghavendra and Shri S. T. Venkatesh respectively.

In view of the foregoing paragraphs it is requested to kindly consider the candidature of Shri H. Revani Naik against declination of promotion by Shri S. G Puttaswamy at the earliest.

Updation of Gradation list of Inspector Posts cadre from 1992 to 2000

It was already informed to all members that Directorate vide memo No. 9-9/2011-SPG dated 22.02.2016 has called for some requisite information related to few IP candidates of Karnataka / Kerala / Tamil Nadu and Uttar Pradesh Circle but till date nothing is received from these circles. 

Rajasthan and Jharkhand circle has also not submitted the required information to Directorate. This will definitely delay the regular DPC for the year 2016-17. 

It is therefore directed to all Circle Secretaries and new CHQ office bearers to meet the circle administration immediately and ensure submission of requisite information to Directorate at the earliest. The date of submission of information by their circle should be reported to GS through CHQ whatsApp group.

In this regard it is to intimate that this Association has been perusing through above cited letters to conduct LDCE for PS Gr. ‘B’ for the year 2013, 2014 and 2015 separately only after revision of Recruitment Rules of PS Gr. B cadre and also reducing share of General Line officials from 6% to 3% in the examination quota.

As per clause 3.1.5 of DoPT OM No. AB-14017/48/2010-Estt (RR) dated 31st December 2010 revision in the Recruitment Rules once in 5 years with a view to effecting such changes as are necessary to bring them in conformity with the changed position, including additions to or reduction in the strength of the lower and higher level posts”. It is learnt that approval from Nodal Ministry/UPSC is awaited for issue of revised recruitment rules of PS Gr. B cadre.  

Sir, this vital issue is pending for more than 2 years, and therefore it is requested to bestow your personal attention and conduct the above said pending LDCEs at the earliest and that too separately after reduction of share of General Line officials from 6% to 3% in the examination quota and to avoid further litigation's etc.
