GS and his team attended meeting with 7CPC at Mumbai (Historic movement)
As per the appointment received from 7CPC for discussion on issues related to IP/ASP cadre, a delegation of following members of Association attended meeting with Hon’ble Chairman of 7CPC at Sahyadri State Guest House, Malbar Hill, Mumbai on 7/11/2014.

2. Shri Roop Chand – Ex-General Secretary & President Delhi Circle & ADPS o/o CPMG, Delhi.
3. Shri Manjunath Hubballi – Circle Secretary, Karnataka Circle & ASP Haveri Sub Division.
4. Shri M. S. Ahirrao – President Maharashtra Circle & SRM “L” Division, Bhusawal.
5. Shri S. S. Kulkarni – Ex-CHQ Treasurer & Ex-Circle Secretary, Maharashtra Circle and ADM (PLI) o/o CPMG, Mumbai.
6. Shri N. Yadagiri – CHQ Treasurer and ASP (T) o/o SSPOs, Mumbai East Division, Mumbai.
7. Shri Rajan S. Buchade – ASP, NSH, Mumbai.

At the beginning of the meeting, General Secretary conveyed sincere thanks to the Hon'ble Chairman, 7CPC for giving an opportunity to Association to discuss the pay related issues and then offered shawl and bouquet to Hon’ble Chairman as goodwill gesture. GS handed over a copy of Memorandum to Hon’ble Chairman and thereafter briefed about the cadre and highlighted the demands as listed in the Memorandum before 7CPC. Hon’ble Chairman and all Members heard the grievances very patiently in a positive manner. During the course of discussions, queries raised by Hon’ble Chairman and his team were actively replied by GS and his team to their satisfaction. GS further requested Hon’ble Chairman that the pay parity among Inspectors of other Central Government Departments i.e. Income Tax, Central Excise and Customs, Assistants and Personal Assistants in Central Secretariat Services etc. and Inspector Posts should be maintained. The duties and responsibilities (i.e. annual inspections of post offices, cash conveyance without police escorts, MGNREGS payments, recruitment of GDS staff etc.) of Inspector Posts and Inspectors working in other departments were also explained in details before 7CPC. Secretary of 7CPC took note of all new and important points discussed in the meeting. GS proposed pay scale to Inspector Posts Rs. 70000-150000 with GP Rs. 14400/- and pay scale to ASP Rs. 70000-150000 with GP Rs. 16200/-.
Shri Manjunath Hubballi, Circle Secretary, Karnataka Circle Branch presented power point presentation in a effective manner. He briefed that Inspector Posts and Assistant Superintendents Posts are Middle Level Managers and they should get more pay than the staff being supervised by them.
Shri Roop Chand, Ex-GS and President Delhi Circle Branch explained the promotional avenues available to the IP/ASP cadre also bequeathed an example of long span of promotion and its stagnation etc. During the course of discussion, the issue of merger of ASP cadre with PS Group "B"/ IP cadre was also discussed in detail. Hon’ble Chairman advised us to pursue this vital issue with the Department of Posts/ Ministry of Finance and outcome of the same should be reported to 7CPC by separate note.
Shri S.S. Kulkarni, Ex-CHQ Treasurer and Ex-Circle Secretary, Maharashtra Circle and Shri M. S. Ahirrao, President, Maharashtra Circle also took active part in the discussion. Both the members brought to the notice of Hon'ble Chairman that Inspectors recruited through Direct Recruit quota in Department of Posts through SSC are quitting department immediately due to less Grade Pay than the Inspectors in other Central Govt. departments and therefore large number of posts of Inspectors in the department are lying vacant for years together.

Delhi Postal Badminton
Team participated in 29th All India Postal Badminton Tournament 2014-15 held at
Dharamshala, Himachal Pradesh from 13th September 2014 to 17th September 2014
and won the Men's Team Championship by
beating Kerala Circle in final team event match by 3-2. Delhi Postal Circle
earlier won the championship in 2012. The following officials/officers

Central Government hereby makes the following rules to amend the Public Servants (Furnishing of Information and
Annual Return of Assets and Liabilities and the Limits for Exemption of Assets in Filing Returns) Rules, 2014, namely:–
1. (1) These rules may be called the Public Servants (Furnishing of Information and Annual Return of Assets and
Liabilities and the Limits for Exemption of Assets in Filing Returns) Amendment Rules, 2014.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Public Servants (Furnishing of Information and Annual Return of Assets and Liabilities and the Limits for
Exemption of Assets in Filing Returns) Rules, 2014, in rule 3, in the proviso to sub-rule (2), for the words “on or before
the 15th day of September, 2014”, the words “on or before the 31st day of December, 2014” shall be substituted.

Meeting of the Hon’ble MoC&IT with Indian Postal Service Probationers
Shri Ravi Shankar Prasad, Hon’ble Minister of Communications & IT and Law & Justice, met 13 Probationers of the 2013 batch of the Indian Postal Service at Sanchar Bhawan on 4thSeptember 2014. Secretary, Department of Posts and Director, Rafi Ahmed Kidwai National Postal Academy were also present during the interaction.
While addressing the Probationers, the Hon’ble Minister highlighted the need to expose the young officers to the latest developments and emerging trends in the postal and logistics sectors. The Minister also highlighted the Digital India project of the Government of India to make broadband facility available in every village across the country. This would drive up e-Commerce business in villages. With its unparalleled rural reach, India Post would be best suited to OFFER delivery services to e-Commerce players. The Post Office can also become a focal point for delivering not only Government services but also e-services to the people as in e-service centres, apart from commercially remunerative services for corporate/private players including conducting market surveys, information dissemination, promoting digital literacy etc.

Policy service requests can now be submitted through multiple channels like online, Post Office, CPCs and customer call center Every Head Office will have an attached Circle Processing Center. (CPCs) wherein all types of functions relating to servicing of policies will take place. Around 809 Central Processing Centers (CPCs) would be set up.
Introduction of a system which will help in identifying potential customers. Introduction of a system which will help in managing all the agents like disbursement of their commissions, performance tracking etc. Hand held device will be an interaction channel for customers for transactions such as payment of premiums, query, grievance, policy service request, request for an agent etc. Any type of customer related query can be resolved by calling at the call center

All India Association of Inspectors and Assistant Superintendents Posts is single recognized Association in the Department of Posts functioning for the cause of Inspectors, Posts and Assistant Superintendents, Posts & equally for the growth of the Nation.
It is submitted with due regards that on behalf of the All India Association of Inspectors Posts & Assistant Superintendents, Posts representing 4197 Group ‘B’ officers in the Department of Posts I am enclosing herewith a memorandum for kind consideration of the Hon’ble Commission. These officers are middle level managers& responsible to implement all new schemes of the Department i.e Core Banking Solutions, Rural Information and Communication Tool Solutions, McCamish, Core System Integrator (handling all the Postal Operation), MGNREGA & supervising over the entire staff working in the Department of Posts in the grade pay of Rs.1800/-, 1900/-, 2000/-, 2400/-, 2800/-, 4200/-, 4600/-.
It is requested that CPC may kindly recommend to the Govt. to grant Interim relief to all Central Govt. Employees to the tune of 25 % of the basic Pay (PB + GP) and merger of 50 % DA with the basic pay with effect from 01.01.2011. It is further requested that recommendations of the Hon’ble 7th Central Pay Commission may kindly be implemented w.e.f. 01.01.2014.
It is also requested that this Association may kindly be given the opportunity to appear before the Hon’ble Commission in person to submit oral evidences on issues relating to the Inspectors, Posts and Assistant Superintendents, Posts and also other vital issues of common interests concerning the Postal Employees and Central Govt. Employees.
